Inquiry into Treaty Institutions and Cost

A structure this powerful deserves a proper look. In 2026, Victoria created a statewide treaty body that will shape how the state is run. Most Victorians have never been told what it costs, what powers it holds, or what it can bind them to. That is the problem.

The Statewide Treaty Act 2025 established a new entity called Gellung Warl on 1 May 2026. It comprises three members and operates as a statewide treaty structure. That is a small group with a very large remit. Decisions made there can reach into budgets, laws and services that affect every family, every tradie and every business in this state.

This is not about dividing anyone. It is about a simple principle: when public money is spent and public power is handed out, the people who fund it have a right to know the details. Right now, those details are thin. The statutory powers are unclear. The budget is not laid out plainly. The overlap with Parliament has never been explained. And no one has told ordinary Victorians what, exactly, is binding on them.

That is not accountability. It is a gap where accountability should be.

The demand is simple. Hold a full public inquiry into Treaty institutions and their cost.

I will fight for a full public inquiry into Gellung Warl and the statewide treaty structures created under the Statewide Treaty Act 2025. Put the facts on the table. Let Victorians see what has been built in their name.

Here is what the inquiry must examine:

  • The statutory powers of Gellung Warl, in plain terms.
  • The full cost to taxpayers, published in full, not buried in summaries.
  • How these structures overlap with the Victorian Parliament.
  • What is legally binding on every Victorian, and who decided it.
  • Whether the people funding all of this were ever properly told.

These are not radical ideas. They are the basics of open government: know what has been created, know what it costs, and know who answers for it.

A body with this much reach should never operate in the dark. Not with your money. Not with your laws.

Sign the petition. Demand an inquiry into Treaty institutions and cost.

Add your name  to call for a full public inquiry into Gellung Warl, its powers, its budget and its relationship to the Victorian Parliament. Then share it with a neighbour, a workmate or a friend who believes public money and public power should be open to public scrutiny.
